Previously, when students applied online, city colleges obtained student information independently, while students at federal colleges and universities had to obtain a certificate in person at My Documents centers. Since October 2025, students can obtain a completed digital document, certified with an electronic signature, through their personal account on the mos.ru portal. This optimization has eliminated unnecessary visits to My Documents centers and reduced the service delivery time. In 2025, more than 30,000 applications were received.

Students aged 14 and older who are studying full-time at universities, colleges, technical schools, and vocational schools can apply for a certificate for social assistance. This service is provided by the Moscow Social Treasury. To obtain the document, the student must have already received social benefits, targeted social assistance, or subsidies in the capital in the previous year.
