The city has set the goal of creating the best system of mass and accessible healthcare in the world. Sergei Sobyanin outlined the comprehensive program the capital is implementing to achieve this goal in his annual report on the Moscow Government's performance.
"Our goal is to create the world's best system of mass and accessible healthcare, which also requires a transition from isolated measures to a comprehensive, all-encompassing program: a complete overhaul of the material and technical infrastructure, the widespread implementation of modern medical technologies, the proper organization of medical care, and the efficient use of resources," the Moscow Mayor emphasized.
Modernized clinics and new hospitals
In 2025, several unprecedented projects were successfully completed in the capital. The first of these saw the modernization of the outpatient sector almost fully completed. As a result, Muscovites now have fully renovated clinics.
As part of the second project, the implementation of a new emergency care standard was completed. As part of this project, six flagship centers were opened in the capital and 18 emergency departments at children's and adult hospitals were modernized. As a result, the average speed of emergency medical care increased by 50%.
As part of the third project, the reconstruction of approximately 170 hospital buildings was completed and constructed, accounting for approximately half of the entire hospital complex. In 2025, the St. Vladimir Children's Hospital complex was commissioned. As part of the fourth project, six specialized treatment centers for children with chronic illnesses were created. This significantly improved the quality of treatment for young patients and made life easier for their parents.
The fifth project is a comprehensive modernization of the Moscow Multidisciplinary Palliative Care Center. Additional beds have been added and the most comfortable conditions have been created for patients and their families.

Future plans: from creating a fixed link framework to digital transformation
Sergei Sobyanin outlined what will be accomplished in the next few years. Several other large-scale projects are in the active implementation phase. First and foremost is the completion of the modernization of Moscow's women's healthcare system.
"Modern women's health centers will replace cramped, low-capacity clinics. There are already 16 such centers operating in Moscow. Within a year, their number will increase to 25," the Moscow Mayor emphasized.
The second project is the completion of a modern inpatient care framework, which requires upgrading 100 percent of the city hospitals' facilities.
The following important facilities are being built in the capital:
— new buildings of Oncology Hospital No. 62;
— a new treatment and diagnostic complex of the N.V. Sklifosovsky Research Institute of Emergency Care;
— a multidisciplinary treatment and diagnostic complex of the Moscow Clinical Research Center "Hospital 52".
Another new children's hospital will also be built in Moscow, which will rank among the best children's hospitals in Russia in terms of its comfort and equipment. Furthermore, a second hospital and several other hospitals are planned for Kommunarka. These will become true hospitals of the future, with comprehensive diagnostic, treatment, and rehabilitation capabilities.
"At the same time, modern technologies and treatment standards are being introduced in city hospitals, significantly reducing hospital stays and improving treatment outcomes. Approximately 80 percent of surgeries today are minimally invasive, the most gentle procedures," added Sergei Sobyanin.
The third major project for the coming years is all related to digital transformation and the implementation of artificial intelligence (AI), which is already a core medical technology. In fact, by 2025, the city will transition to smart appointments in clinics.
Thanks to artificial intelligence, the capital has also achieved breakthrough results in preventing cardiovascular mortality in working-age patients. In just a few months, implementing the new tools has reduced mortality among those in a newly identified risk group by 20 percent.
"Essentially, for the first time, we have transitioned to truly proactive medicine—preventing the development of a disease rather than reacting to an emerging clinical situation. Within a few years, this approach will be extended to many other diseases," the Moscow Mayor emphasized.
The implementation of these projects will enable us to move to a qualitatively new level of urban healthcare.
