The comprehensive program for the development of Moscow education includes several projects to maintain and improve the current results. These include the creation of a modern educational environment, the improvement of the educational process, and the modernization of secondary vocational education (SVE). Sergei Sobyanin outlined this in his annual report on the Moscow Government's performance.
The strategic objective in the field of education and upbringing is to ensure the highest possible quality and accessibility of mass education, as well as the identification and support of talent.
"We are the undisputed champions of the All-Russian Olympiad. Half of Russia's gold medals in international Olympiads were also won by Muscovites. The 2025 Unified State Exam (USE) results were also very good, allowing most graduates to successfully pass the competition and enroll in the university of their dreams," the Moscow Mayor noted.
Creating modern conditions for schoolchildren's education
A key task is to create a modern educational environment that meets the demands of the future. Standard classrooms must be replaced by transformable spaces for working in large and small groups. Schools must increase the number of IT laboratories, physics and chemistry labs, and gyms.
"Every year, we build several dozen new schools that meet these standards. However, implementing projects to create a modern educational environment in old school buildings is practically impossible today. A complete renovation is necessary, which is what we are currently working on. This is a hugely complex task, far larger in scale than the outpatient clinic renovation program. Nevertheless, we have begun implementing it," added Sergei Sobyanin.
As of today, the renovation of the first 55 schools has been completed. In the future, approximately one hundred buildings will be reconstructed and constructed annually. Furthermore, a number of innovative schools of the future are planned for central Moscow. The lessons learned will then be applied to high-density development areas.

In total, about a thousand school buildings will be modernized and constructed by 2032. As a result, the majority of Moscow schoolchildren will be taught in modern conditions.
An equally important task is the continuous improvement of the educational process. Particular attention is paid to improving students' mathematical preparation—the foundation for future success in physics, chemistry, computer science, and other subjects.
Modernization of secondary vocational education
The most ambitious project of the coming years is the modernization of secondary vocational education. To achieve this, the curriculum is being completely updated, with practical classes beginning in the first weeks and accounting for at least 70 percent of the curriculum.
"About 1,500 educational laboratories and workshops have been renovated and rebuilt in city colleges. We plan to renovate another 600 laboratories by 2027, completing this program 100 percent. All of them are being equipped with machine tools, instruments, and equipment that are used not only in education but also in real-world production," said Sergei Sobyanin.
Modern practical training facilities have been opened in Rudnevo and Pechatniki. Plans call for the construction of seven more by 2031. innovative educational campuses to accommodate 60,000 students. Their quality will be comparable to that of the best university campuses.
In 2025, 50 percent of ninth-grade graduates chose the career path of a qualified mid-level specialist for the first time. College modernization is yielding positive results, and long-standing stereotypes about vocational education are gradually becoming a thing of the past.
In the coming years, the capital will achieve a new quality of professional education.
