Residents have begun moving into the first building in the Blagoveshchensk District of the Amur Region, built under the "Affordable Rental Housing in the Far Eastern Federal District and the Arctic Zone of the Russian Federation" program. Deputy Prime Minister Marat Khusnullin announced this.

"With the country's pivot to the East and the current geopolitical situation, the development of the Far East has become a priority for the country. Creating modern and comfortable living conditions for people is a key focus of this work. This is facilitated, among other things, by the rental housing program, which is being implemented at the President's initiative. It addresses two important objectives: it improves people's living conditions and creates a reliable foundation for attracting and retaining professionals in the region. The new apartments are primarily intended for workers in the social sector—education, healthcare, science, culture, and sports. The first tenants in the Amur Region will be 92 families, who will receive the keys to ready-to-move-in apartments. In total, approximately 2,500 rental apartments are planned for the region as part of the presidential program," said Marat Khusnullin.

The total area of apartments in the new residential complex in the village of Chigiri near Blagoveshchensk is 5,400 square meters. The building was built with project financing from DOM.RF Bank.

"Thanks to the support of the Russian Government, a federal rental housing construction program is being implemented in the Amur Region. By 2027, 2,470 apartments will be available for subsidized rental in Blagoveshchensk, Belogorsk, the Oktyabrsky District, and the village of Chigiri. Housing under this program is being rented to teachers, doctors, police officers, young professionals, large families, and other categories of citizens. We hope that the program's implementation will help retain specialists in the region and attract new promising talent who will contribute to the region's further development," noted Amur Region Governor Vasily Orlov.

The "Affordable Rental Housing in the Far Eastern Federal District and the Arctic Zone of the Russian Federation" program was launched at the initiative of the President and is being implemented by DOM.RF in collaboration with the Ministry for the Development of the Russian Far East, the Ministry of Finance, the Ministry of Construction, regions, and developers. The Russian government has allocated 87 billion rubles for this purpose. Thanks to special financing conditions and subsidies from the federal and regional budgets, the monthly rental rate is approximately one-quarter of the market average.

"The President's goal is to create at least 10,000 modern rental apartments in the Far East. This is a major step toward attracting new talent to the region and reducing the outflow of qualified specialists. As the program operator, DOM.RF has already financed the construction of approximately 11,700 apartments, with a total floor area of over 0.5 million square meters. With our participation, we plan to commission the majority of the buildings by 2026," said DOM.RF CEO Vitaly Mutko.
