BEIJING, Dec. 22 (Xinhua) — Chinese Premier Li Qiang called for further efforts to formulate the draft outline of the 15th Five-Year Plan (2026-2030) for the country's socio-economic development.

Li Qiang, also a member of the Standing Committee of the Politburo of the CPC Central Committee, made the announcement on Monday while chairing a meeting of the State Council leading group for drafting the five-year plan.

Noting that a solid foundation has already been laid for the development of the draft guidelines, the head of the Chinese government indicated that the next step is to focus efforts on finalizing and improving the draft with the utmost care.

According to the Premier of the State Council, it is necessary to better utilize the guiding role of the plan, set targets, develop policies, and plan projects aimed at promoting effective improvement of the quality of the economy and its reasonable quantitative growth.

Li Qiang emphasized the importance of developing new productive forces, achieving breakthroughs in scientific and technological innovation, accelerating the formation of new growth drivers, and optimizing and modernizing the economic structure.

He added that greater efforts should be made to plan large-scale projects capable of stimulating overall development. This will allow for the accumulation of new growth drivers for future development, foster competitiveness, and provide support for expanding domestic demand and ensuring stable economic performance.

Li Qiang emphasized the need to combine policy support with reform and innovation, focus on addressing bottlenecks, carefully plan new policies, and ensure synergy.

The Premier also called for actively responding to public concerns, launching a series of important policies and projects to improve people's living conditions, and cultivating new areas of economic growth in the process of improving people's well-being.
