A number of government decrees have been adopted that aim to improve the efficiency and transparency of interactions between energy companies, citizens, and organizations.

At the federal level, a basic standard for the quality of service to electricity consumers has been approved, and guaranteeing suppliers are required to develop and approve their own, expanded standards for the quality of service to consumers based on this standard.

All communication between the consumer and the guaranteed supplier will be centralized in their personal account. This account will allow them to notify about the need for a meter replacement, receive information about an upcoming inspection or verification of the meter, and learn the results of the work performed. If the consumer does not have a personal account, the guaranteed supplier is obligated to create one.

For all consumers with a connected capacity of up to 150 kW, application submission will be completely digital. This will reduce the amount of paperwork and application review time. Responsibilities will also be clearly delineated between the consumer, the guaranteed supplier, and the grid company to avoid disputes.

Another important change is the acceleration of power supply restoration. With a smart metering system, remote power restoration must now occur within one calendar day.

Issues of recalculations between electricity suppliers and grid organizations in the event of incorrect tariffs being applied or changes in the actual volume of electricity consumed have also been resolved.
