From February 10 to 13, 2026, the first International Congress of Public Administration will be held at the Presidential Academy in Moscow. Its mission is to become a center for developing best practices, identifying key development vectors, and identifying practical challenges to improve the quality of public administration.
The congress will bring together over 1,200 participants, including heads of key departments within the Russian Presidential Administration and Government, heads of regions and municipalities, members of parliament, top managers of state corporations and major Russian business companies, international management experts, public figures, representatives of the scientific and expert community, and youth leaders.
The event is organized by the Presidential Academy with the support of the Government and the Presidential Executive Office of Russia. The Roscongress Foundation is the event's partner.
"In today's world, where we are surrounded by vast amounts of information, effective governance can only be built using digital technologies. They enable faster data processing and better decision-making. Today, the Government is implementing a digital governance model that enables consistent improvements in the implementation of Presidential instructions, state programs, and national projects. This means building roads on time, opening new schools and hospitals. The Congress is a unique platform for sharing experiences, receiving feedback, and demonstrating the most effective public administration technologies for various branches and levels of government," noted Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko.
The congress program will be structured around six thematic areas covering key aspects of modern public administration: development of the state civil service, digitalization of public administration, regional and municipal practices, regulatory policy as a tool for reducing the administrative burden on business, the state for the people, and strategic management of priorities. Within these areas, discussions will cover both systemic issues of public administration reform and specific management solutions and models that have proven effective at the federal, regional, and municipal levels.
The key objectives of the congress include developing practical mechanisms for strengthening cooperation between government, business, and science, as well as synchronizing work within the vertical chain of command—from the heads of federal ministries to municipal-level specialists. Adviser to the President of Russia Anton Kobyakov emphasized: "Today, more than ever, it is important to unite the efforts of government, the expert community, and business at all levels, to coordinate common actions to strengthen and scale up best existing practices. And, of course, to develop new approaches to managing the country's development. The congress will be a unique platform where professional dialogue will translate into real proposals and new ideas."
A distinctive feature of the congress will be its practical focus: approximately 30% of the program will be educational interactive formats, including business games on management decision-making, strategic sessions, and case studies from real-life management practices. The congress sessions themselves will be structured not only by thematic focus but also by three cross-cutting themes: strategizing (improving the effectiveness of goal-setting and developing long-term priorities), implementation (developing and consolidating positions between public authorities to expedite decision-making), and dissemination (replicating achievements and modernizing public feedback mechanisms).
Special attention will be paid to young people within a dedicated thematic track. According to Alexey Komissarov, Rector of the Presidential Academy, the upcoming event is largely aimed at addressing personnel issues and discussing the principles of professional growth in general. "We are looking forward to a relevant discussion of the challenges facing the public administration system in the near future. We plan to discuss the key principles of training a new generation of specialists, those who will assume responsibility for the country's future," he noted.
The event aims to become the primary annual platform for professional dialogue, exchange of experience, and training for managers, businesses, and experts focused on achieving specific, measurable results.
