In the Savelki district of Moscow's Zelenograd Administrative District, an autoclaved aerated concrete plant has been built as part of a large-scale investment project. This plant will become a key element in the development of the capital's construction industry.
It became the first facility commissioned as part of a large-scale industrial and construction complex in Zelenograd. The company specializes in the production of aerated concrete blocks and reinforced panels.
"In 2022, the city allocated approximately 4.5 hectares of land for the implementation of a large-scale investment project to build an autoclaved aerated concrete plant in the Savelki district. The investor built production facilities, an in-house laboratory, administrative and utility spaces for employees, a medical center, and established storage areas for raw materials and finished products. The plant will employ over 100 people. The total area of the land allocated to the investor for the industrial and construction complex being created in Zelenograd is 17 hectares. All land plots are leased at a preferential rate of one ruble per year," noted the Deputy Mayor of Moscow for Urban Development Policy and Construction.
The construction of the new industrial facility was made possible by the implementation of a large-scale investment project and a program to stimulate the creation of employment opportunities, which has been in effect in the capital since 2020.
"Following Sergei Sobyanin's instructions, the city is consistently developing its industrial infrastructure and creating favorable conditions for the deployment of high-tech manufacturing. An autoclaved aerated concrete plant with a design capacity of up to 450,000 cubic meters of the in-demand product per year has been commissioned in Zelenograd. The plant is the first facility in a construction materials industrial complex that will unite four plants with a total floor area of over 80,000 square meters. It will create over 800 jobs," added the Deputy Mayor of Moscow for Transport and Industry.
The building's facades are made of sandwich panels in various shades of gray with backlighting, making the production site modern and aesthetically pleasing.
According to Maxim Rybakov, FSK Group Project Director, the plant is a modern production complex with engineering infrastructure and a landscaped grounds. A key stage of construction involved assembling the building over the 42-meter-long autoclaves and other process equipment. The next stage is the start of production, which will contribute to the development of the urban district.
All necessary utilities have been connected, and the plant is fully operational. Equipment commissioning is nearing completion. The 29,100-square-meter area surrounding the plant has been landscaped and pavement has been installed, including asphalt, parking spaces, a lawn, and benches.

Large-scale investment projects have been implemented in the capital since 2016 and are a key tool for developing the city's economy. They provide investors with the opportunity to develop industrial, social, and commercial facilities on preferential terms, with the obligation to create new jobs.
The program to stimulate the creation of employment opportunities has been implemented since 2020 and covers virtually all districts of the capital. Investors will construct over 250 facilities with a total area of 7.8 million square meters. These include new industrial facilities, office and shopping centers, educational, cultural, and sports institutions. Overall, over 2.7 trillion rubles will be invested in Moscow's development, creating approximately 340,000 new jobs in virtually all sectors of the city's economy.
