Electronic document management was introduced on the supplier portal more than five years ago. Since then, government customers and entrepreneurs have signed over three million universal transfer documents (UTDs). Their use improves the efficiency of procurement processes and promotes environmental stewardship, according to the head of the Moscow Department of Competition Policy. Kirill Purtov.
"In the spring of 2020, electronic document management was launched on the supplier portal. Since then, customers and entrepreneurs have signed 3.1 million universal transfer documents. The use of UDTs contributes to increased contracting efficiency: it automates procurement processes, helps participants reduce costs, ensures the speed and security of transactions, and promotes environmental stewardship. For example, since the beginning of 2025, nearly 800,000 electronic contract documents have been signed on the portal. This has saved at least 3,000 reams of office paper and 185 trees," said Kirill Purtov.
Using a UPD also reduces printing, storage, and administrative costs. It's also convenient for users: documents are always accessible from anywhere, which is especially important when working remotely. A universal transfer document serves as both an invoice and an acceptance certificate for entrepreneurs. The UPD can be signed electronically in the personal account and sent to the customer, after which the goods are accepted, registered, and paid.
The high level of digitalization of processes and the use of universal transfer documents enable not only the prompt acceptance of products but also the faster transfer of payments to suppliers for goods, work, and services. For example, while federal law stipulates seven business days for contract payment, this figure for Moscow-based institutions averages no more than four days. This further engages businesses in government procurement, and the volume of contracts is growing.
