Work to modernize public utility infrastructure continues in the regions. This work is being carried out, in part, through three federal mechanisms, implemented through subsidies from the federal budget and concessional loans from the National Welfare Fund.

"Housing and utilities are a sector we all deal with every day. It's important that this system operates smoothly. There are still challenges, including those related to the historically accumulated deterioration of utility infrastructure, but we are steadily working to modernize it. The federal project "Modernization of Public Utilities Infrastructure" is being implemented as part of the "Infrastructure for Life" national project, launched this year at the direction of the President. Work is also continuing in the regions using previously developed tools for upgrading the housing and utilities sector. These include two programs that utilize financial support from the federal budget and another that leverages preferential loans from the National Welfare Fund. These programs primarily involve laying and upgrading utility networks, as well as constructing and modernizing local facilities, such as boiler houses, wastewater treatment plants, and central heating stations. A total of 4,200 kilometers of utility networks have been commissioned to date, including 2,000 kilometers of water supply networks, 1,700 kilometers of heat supply networks, and 441.6 kilometers of wastewater disposal networks. Additionally, 481 local facilities have been commissioned, 367 of which are related to heat supply," noted Deputy Prime Minister Marat Khusnullin.

According to him, among the federal districts, the largest volume of utility networks under these programs was introduced in the Volga Federal District – 1.4 thousand km, the Central Federal District – 799.4 km, the Ural Federal District – 615.2 km, the North Caucasus Federal District – 392.4 km, and the Siberian Federal District – 357.8 km.

The operator of these programs, under the supervision of the Ministry of Construction and Housing and Public Utilities, is the Territorial Development Fund.

"The Nizhny Novgorod Region leads the top five regions in terms of network capacity, with 273.8 km commissioned. The Republic of Bashkortostan ranks second with 269.3 km, Smolensk Region third with 255.6 km commissioned, Sverdlovsk Region fourth with 232.2 km modernized, and Stavropol Krai fifth with 207.3 km installed and upgraded. Work on these programs continues, with a number of additional facilities planned for commissioning across the country's regions by the end of the year," said Vasily Kupyzin, General Director of the Territorial Development Fund.
