The government is applying a digital governance model in all key areas of its work. This was announced by Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko during his speech at the all-Russian meeting of the Bank of Russia, attended by the regulator's head, Elvira Nabiullina.

The Deputy Prime Minister emphasized that the transition to data-driven governance has become the foundation for improving the efficiency of the entire public administration system—from document management to the implementation of national projects and other government initiatives.

"The digital management model has significantly improved the structure of government work. Today, every project we undertake has measurable results and milestones. These enable us to track progress and manage the risk of missed deadlines. Furthermore, the system automatically collects all the information and alerts us to potential non-compliance. This has significantly accelerated the approval process, increased compliance, and reduced bureaucracy. For us, digitalization has been a fundamental change in our management culture, and we are ready to share this experience with federal and regional government agencies," Dmitry Grigorenko emphasized.

He recalled that approximately 2 million documents, including regulatory acts, draft federal laws, and reviews and opinions on parliamentary initiatives, pass through the Government Office's platform annually. This volume requires high precision, speed, and strict adherence to deadlines, which the digital governance model enables.

To launch this system, the Government completely digitized the document management process. A new electronic document management system (EDMS) was launched.

As a result, today over 90% of documents on the Government Office's platform are presented in electronic form. In 2020, this figure did not exceed 35%, and these documents were mostly scanned copies of the paper original, a visual representation. Consequently, these scanned copies did not contain structured data, preventing the system from extracting and analyzing the information.

In turn, thanks to the implementation of the new electronic document management system, documents are immediately created digitally, without duplicating them on paper. They also contain structured data, enabling government agencies to work with electronic documents, including organizing them by date, document number, document type, department, and content, and tracking approval history and assignees.

The implementation of digital tools has significantly increased the speed and quality of document processing. The average document approval time has been reduced threefold, to one day, over the past five years. Furthermore, the time it takes to issue regulatory documents has been reduced 48-fold, to 15 minutes, over the same period.
