By the end of 2025, over 1.5 billion rubles will be allocated to implement sustainable development programs for energy and housing and utilities companies in Dagestan, Ingushetia, and North Ossetia. A corresponding order has been signed.

Funds from the Government's reserve fund are being allocated on a co-financing basis. These funds will enable the three regions to continue implementing programmatic measures, including the consolidation of regional housing and utilities assets. This work is being carried out by unified operators established in each region.

Furthermore, the programs include measures to attract qualified specialists to the industry. Work is also underway to establish economically justified tariffs. These tariffs typically differ from those previously in effect, so during the transition period, the federal government helps the regions compensate consumers for the price difference.

The implementation of pilot programs for the sustainable development of energy and housing and utilities companies in Dagestan, Ingushetia, and North Ossetia began in 2022. The need to continue this work is reflected in the instructions given by Prime Minister Mikhail Mishustin following a meeting of the Government Commission for the Development of the North Caucasus Federal District, which took place on May 27, 2025, in Mineralnye Vody.
