In Blagoveshchensk, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev held meetings on the state of the economy and plans for the socio-economic development of the Amur Region, the progress of new investment projects in the region, and visited master plan sites for the regional capital. He also reviewed the construction of border infrastructure and the modernization of airport infrastructure.
"Overall, the Amur Region is demonstrating good growth rates, growing at an accelerated pace. According to the results of the third quarter of 2025, industrial production growth in the Amur Region amounted to 5.9%, and fixed capital investment in the first half of 2025 increased by 7.4%," Yuri Trutnev opened the meeting.
According to Amur Region Governor Vasily Orlov, the Amur Region's economic growth rate exceeds the Russian average. "Since 2020, the GRP has doubled to 1 trillion rubles. By 2030, 1.7 trillion rubles are expected to be generated through the commissioning of major investment projects. Over the past five years, private investment in the region's economy has totaled 3 trillion rubles," Orlov noted.
The region has a priority development area (PDA) and financial and infrastructure support programs. Fifty-four investors with projects worth 2.473 billion rubles have already taken advantage of these programs. 2.032 billion rubles have been invested, and 19 projects have been commissioned. Fifteen thousand jobs have been created.
Public-private partnerships are being used to support investment projects in various sectors. PPPs are being used to build a new airport terminal, create infrastructure for the international bridge across the Amur River, upgrade street lighting, begin reconstruction of the Blagoveshchensk City Park of Culture and Recreation, and update public utilities infrastructure.
The region has compiled a list of new promising projects in six economic sectors: agriculture, mining, energy, gas chemistry and polymer processing, transport and logistics, and tourism.
Work in the social sphere continues. At the direction of Russian President Vladimir Putin, master plans for four cities in the Amur Region have been approved: Blagoveshchensk, Svobodny, Belogorsk, and Tynda. At the direction of Russian Prime Minister Mikhail Mishustin, master plan activities were updated this year, and a long-term development plan was approved for the closed administrative-territorial entity (ZATO) Tsiolkovsky, which will be developed in an agglomeration with Svobodny. The plans provide for the implementation of 239 measures, of which 43 have been completed to date. These measures include the construction of a civil registry office in Svobodny, a gas boiler house and associated heating networks in Belogorsk, and the improvement of two public areas and 45 courtyards in Blagoveshchensk. A series of landscaping, major repairs, and reconstruction of utility, transport, and social infrastructure facilities was completed in Tynda, timed to coincide with the celebration of the 50th anniversary of the capital of the Baikal-Amur Mainline (BAM).
Thanks to national projects, people's quality of life is constantly improving. Last year, 13 national projects were completed, and this year, the Amur Region is participating in 12 new national projects. Overall, over 93 billion rubles have been allocated from the federal budget over the past seven years. The largest portion of funds this year is being allocated to the "Infrastructure for Life," "Family," and "Youth and Children" national projects.
The Hectare and Far Eastern Mortgage programs remain in effect. Over 15,900 loan agreements have been signed under the preferential mortgage program. Over 16,300 people have received land plots under the Hectare program in the Amur Region.
The meeting paid special attention to the construction sector. The Amur Region has been increasing housing construction volumes annually since 2018, with record-breaking new construction over the past three years. In 2024, 506,000 square meters of residential space were commissioned in the Amur Region. Compared to the same period in 2023, this figure was 102%, ranking sixth among regions in the Far Eastern Federal District. Urban development potential has been created, amounting to over 2.6 million square meters.
Regional authorities, together with the Ministry for the Development of the Russian Far East,DOM.RF" supported the construction of 2,470 apartments of subsidized rental housing. The first apartments under the program will be occupied by residents as early as 2026. The apartments will be provided to participants of the Secondary Military Education Program, targeted students, doctors, and teachers.
Before the meeting, Yuri Trutnev inspected Tribune Hall, a key feature of Blagoveshchensk's master plan on the Golden Mile section of the Amur River embankment. The total cost of the architectural complex, which includes Tribune Hall, the Fountain Alley, pavilions housing the Amur Dino Park and a children's center, as well as the improvement of the adjacent 7.7-hectare area, was 3.2 billion rubles, of which 1.5 billion rubles came from the Far Eastern presidential unified subsidy.
At a meeting on the progress of new investment projects in the Amur Region, investors' plans to create two logistics complexes, an industrial park, a wind farm, and residential areas were discussed. These projects will attract an additional 150 billion rubles to the Far East.
"The Amur Region is the leader in terms of attracted investment in the Far East. Over the past 10 years, investment projects implemented in the Amur Region with state support have attracted over 2 trillion rubles. In total, more than 70 investment projects with state support are being implemented in the region, with a total investment volume of 2.5 trillion rubles. 22 of these projects have been commissioned, creating nearly 15,000 jobs," said Yuri Trutnev.
VetroSPK presented a project to build wind farms with a capacity of up to 400 MW in the Zavitinsky Municipal District. FSK Region, a subsidiary of FSK Group, also discussed housing and recreation projects. Several investor proposals for the creation of logistics facilities in Blagoveshchensk were considered. Transporter LLC is preparing documents to obtain priority development area (PDA) resident status in order to implement the Trans Vostok logistics hub project. AiGroup, as a resident of the Amurskaya PDA, plans to build a 39,700 square meter logistics complex in the region. An industrial park for the production of high-tech equipment, including materials for 3D printers and components for hydrogen energy, may be established in the Blagoveshchensk Municipal District. This park is expected to create approximately 1,000 jobs.
That same day, the Deputy Prime Minister inspected the progress of construction of the permanent international automobile checkpoint and customs and logistics terminal "Kani-Kurgan." Both facilities are located near the Blagoveshchensk-Heihe International Bridge. The border crossing reconstruction is being carried out as part of the "Efficient Transport System" national project. The permanent automobile checkpoint project envisions the construction of 48 buildings and structures with a total area of over 8,000 square meters. According to the design documentation, the total throughput capacity of the Kani-Kurgan international automobile checkpoint will be 862 vehicles and approximately 5,500 people per day. The border crossing will have 16 traffic lanes, with the potential to increase to 24. Currently, freight traffic is handled on six lanes.
Yuri Trutnev also reviewed the progress of reconstruction, modernization, and operation of infrastructure facilities at Blagoveshchensk International Airport (Ignatievo) named after N.N. Muravyov-Amursky.
A large-scale reconstruction of the airport's terminal complex is currently being completed. Construction began in 2023. The building covers over 25,000 square meters, with a design capacity of 600 passengers per hour on domestic routes and 400 passengers per hour on international routes. Finishing work is currently underway inside the building. Reconstruction of the terminal area, which now includes a 600-space parking lot, has been completed. Improvements to the airport's terminal area are also underway.
