The winners of the All-Russian competition "Russian Organization of High Social Performance" were awarded at the All-Russian Personnel Forum at VDNKh. Deputy Prime Minister Tatyana Golikova, Minister of Labor Anton Kotyakov, Vice President of the Russian Union of Industrialists and Entrepreneurs Viktor Cherepov, and Deputy Chair of the Federation of Independent Trade Unions of Russia Nina Kuzmina congratulated the winners and runners-up.
"For over a quarter of a century, our competition has consistently recognized those organizations that are leaders in their fields in what is perhaps the most important aspect—support for their employees. And this year is no exception. We receive more and more applications each year. This year, we received over 1,400 employers from 74 regions across the country. And most importantly, the range of companies submitting applications is quite broad—from manufacturing to the public sector, education, and healthcare. This gives us an opportunity to get an idea of how employers—regardless of their industry—care for their employees. The labor market has undergone significant changes in recent years. While there used to be competition for jobs, we now see competition for skilled workers. Therefore, employers need to not only increase wages but also, of course, provide employees with appropriate benefits, working conditions, and support families with children. But what's also very important is to create infrastructure in the communities where the businesses are located," Tatyana Golikova emphasized.
A total of 2,027 applications from 74 constituent entities of the Russian Federation were submitted to the competition. 518 applications from 374 organizations advanced to the finals. Sixty-six organizations from 27 regions were recognized as winners and runners-up in 17 categories. Companies from various sectors participated in the competition, including education, science, healthcare, gas production, manufacturing, transportation, energy, social services, and others.
"The ROVSE competition is now in its 26th year. And given that we've long been experiencing a job market with minimal unemployment, the competition is becoming increasingly relevant. This year, over 2,000 applications were submitted across 17 competition categories. All companies—whether they won or lost—are working together to achieve a common goal: improving the working conditions of their employees. For this, I want to thank each participant. The best socially oriented corporate programs will undoubtedly be replicated throughout the country. They deserve to become a role model for other companies," noted Minister of Labor Anton Kotyakov.
The largest number of competition winners came from the Tambov Region (7 organizations), Samara Region and Krasnodar Krai (6 organizations each), and the Khanty-Mansi Autonomous Okrug – Yugra (5 organizations). As a reminder, the "Russian Organization of High Social Effectiveness" competition has been held annually since 2000. It was held twice in 2025. The results of 2023 were announced in the spring, and the 2024 results were announced in December. Applications for participation in the competition are accepted on the portal http://ot.rosmintrud.ruThe competition is held in two stages: first, the best are selected in the constituent entities of the Russian Federation, and then the regional leaders advance to the federal stage.
As a reminder, the All-Russian HR Forum is taking place on December 3–4 at VDNKh. It is the main platform for discussing the future of the Russian labor market. Representatives of federal and regional government agencies, major employers, the HR community, universities, and industry associations are participating. The forum is organized by the Ministry of Labor and Social Protection. The event operator is the All-Russian Research Institute of Labor. The All-Russian HR Forum is part of the national "Personnel" project and is timed to coincide with the results of the All-Russian professional skills competition "Best in Profession."
