Moscow, December 3 (Xinhua) – Strengthening scientific and technological innovation during the 15th Five-Year Plan (2026-2030) opens up new opportunities for Chinese-Russian cooperation. This was stated by Chinese Ambassador to Russia Zhang Hanhui in an opinion piece recently published in the Russian newspaper Trud.
"At this new historical juncture, China attaches importance to strengthening its own high-level scientific and technological capabilities and open cooperation. As major countries with global influence and important neighbors, China and Russia possess distinct advantages in scientific and technological innovation, a solid foundation for cooperation, and broad prospects," the publication states.
As the Chinese ambassador noted, during the implementation of the 14th Five-Year Plan (2021-2025), China made a historic leap in science and technology. "Investment in innovation has grown steadily, primary innovation capabilities have been significantly strengthened, and breakthroughs have been achieved in strategically important high-tech areas, providing powerful impetus to the development of new productive forces," he said, adding that in the Global Innovation Index published by the World Intellectual Property Organization, China rose from 14th place in 2020 to 10th in 2025, demonstrating a qualitative leap in the overall effectiveness of the national innovation system.
Zhang Hanhui recalled that the recently published proposals of the CPC Central Committee for the 15th Five-Year Plan for National Economic and Social Development, adopted at the Fourth Plenary Session of the 20th CPC Central Committee, identified significantly strengthening China's scientific and technological capabilities as a key goal. "During the 15th Five-Year Plan, China will focus on the key goal of strengthening its own high-level scientific and technological capabilities, comprehensively strengthening basic research and the deployment of advanced technologies, and building a modernized development system that ensures the end-to-end connectivity of the innovation chain, so that scientific and technological innovation becomes a true key driver of high-quality development," the diplomat emphasized.
According to him, China plans to promote technological breakthroughs in key areas such as integrated circuits, machine tools, high-precision instrumentation, and basic software. "We will strengthen long-term and systemic planning for fundamental research, increase investment and the intensity of sustainable support, and create an institutional environment conducive to original and revolutionary innovation, with the goal of achieving leading zero-to-one breakthroughs in cutting-edge areas," the ambassador explained.
Particular attention will be paid to accelerating the construction of a digital China and implementing the Artificial Intelligence initiative. "China will strive to achieve breakthroughs in fundamental theories and key AI technologies, strengthen infrastructure support in the form of computing power, algorithms, and data, and further advance the integration of AI with the real economy, public administration, and social services to take a leading position in future technologies," Zhang Hanhui said, noting that China has proposed the creation of a global organization for cooperation in the field of artificial intelligence.
Furthermore, China intends to systematically promote the integrated development of education, science and technology, and human resource development, and will strive to create important global talent centers and innovation platforms. "Particular attention will be paid to the development of strategic scientists, leading personnel in scientific and technological development, and outstanding engineers. By deepening reforms to personnel assessment, motivation, and mobility mechanisms, an institutional environment will be created that is more internationally attractive and competitive for talent development," the diplomat added.
According to the ambassador, in the context of a new round of scientific and technological revolution and industrial transformation, deepening Chinese-Russian cooperation in science and technology “will give new impetus to the modernization process of both countries and provide the world with more solutions for global development.”
Zhang Hanhui assured that China is ready to deepen strategic cooperation with Russia, strengthen coordination in fundamental research, jointly create high-level innovation platforms, promote deep integration of production, education, science, and practical application, jointly cultivate productive forces of new quality, improve mechanisms for personnel exchange and training, jointly build an open, inclusive, fair, and honest international governance system in the scientific and technological sphere, oppose technological hegemony and unilateral restrictions, and promote the formation of a new model for the sustainable development of cooperation between leading countries in the field of science and technology.
