An experiment to control migration flows, including the collection of biometric data, is being conducted in the capital. Sergei Sobyanin announced this live on TV Center and Moscow 24.
"We've created a biometric system at the border in collaboration with the Federal Security Service, where migrants provide fingerprints, a photograph, and biometric data. At the migration center, the migrant's genome is collected, and a special program is installed on their phone that tracks their continuous presence (both day and night), their movements, and so on. We know their location and where they are without any additional registration. Electronic cards contain all the information, which can be cross-checked with data from the Federal Tax Service, law enforcement agencies, and so on," the Moscow Mayor explained.
He added that the innovative and powerful migrant control system Moscow is creating is almost unheard of in other countries. It's already yielding results in solving crimes and legalizing migrants' stay in the capital. The city is currently working to make the system even more streamlined and effective.
The Moscow mayor added that the capital needs migrants because they take on difficult and unskilled labor in sectors where there is a constant shortage of workers. The number of migrants in the city has not increased in recent years.
"The number of labor migrants has remained unchanged since 2018. There was a decline during the COVID-19 pandemic, then a slight recovery, especially due to Kyrgyzstan joining the Eurasian Economic Union (EAEU), and Kyrgyz, Armenians, and Kazakhs are coming here without a work permit. This provides an additional incentive for people to come and work. But overall, the number of labor migrants hasn't increased," said Sergei Sobyanin.
