Moscow parents with many children have received state awards for their significant contributions to strengthening the institution of family and raising children. Sergei Sobyanin presented the Order of Parental Glory and its medals.

"Perhaps no medal, no order, no award touches hearts as much as the 'Parental Glory' award. What you do can even be called a 'feat,' because it is the most difficult, the most challenging, requiring not just a day's work but a lifetime dedicated to creating large, beautiful families. In accordance with the regulations on state awards of the Russian Federation (Decree of the President of the Russian Federation of September 7, 2010 No. 1099), Sergei Sobyanin presents state awards on behalf of and on the instructions of the President of Russia.

The Order of Parental Glory was awarded to Svetlana and Vladimir Dubinin, who are raising eight children, and to Elena and Maxim Sazonov, who are raising eight children.

"On behalf of our entire extended family, we thank you for your comprehensive assistance and support. Thanks to you, we have had the wonderful opportunity to live in our own home for 10 years now. Once again, we thank you from the bottom of our hearts for everything you do for Moscow and its residents," said Vladimir Dubinin.

Social support for large families in Moscow

Over the past 15 years, the number of large families in Moscow (three or more children) has increased almost 3.7-fold, reaching 240,100. These families are raising 612,200 children.

Large families receive a range of social support measures from the city budget, including benefits, compensation, privileges, and in-kind assistance in education, healthcare, and culture, as well as assistance in improving their housing conditions.

From January 1, 2025, payments to families with children were indexed by 5.5 percent.

Children under three years of age receive a monthly compensation payment of 947 rubles to offset the increase in the cost of food.

Each child under 18 receives a monthly compensation payment to offset expenses due to rising costs of living. For families with three or four children, the compensation amount is 1,681 rubles per child, and for families raising five or more children, it is 2,100 rubles per child.

Children under 18 years of age studying in educational institutions receive an annual compensation payment for the purchase of a set of clothing for attending classes during their studies—13,987 rubles per child.

In addition to other payments for children, each family with three or more children receives:

— a monthly compensation payment to cover expenses for housing and utilities in the amount of 1,462 rubles for a family with three or four children and 2,922 rubles for a family with five or more children;

— monthly compensation payment for telephone use in the amount of 292 rubles per family.

In addition, families with five or more minor children receive a monthly compensation of 2,520 rubles for the purchase of children's goods.

Special social support measures have been established in Moscow for large families raising 10 or more children. They are entitled to:

— a monthly compensation payment in the amount of 2,100 rubles for each child under the age of 18 (for full-time students — up to 23 years of age);

— annual compensation payment for International Family Day (May 15) — 27,972 rubles per family and for Knowledge Day (September 1) — 41,955 rubles per family.

In addition, mothers who have given birth to 10 or more children, reside in Moscow, and receive a pension receive a monthly compensation payment of 27,972 rubles.

Additional support for large families

Large families in the capital receive not only cash payments but also a range of benefits. These include:

— free supply of baby food for children under seven years of age;

— free provision of medicines to children under 18 years of age;

— free provision of two meals a day to children studying in educational institutions implementing general education programs;

— free travel on all types of public transport (except taxis and minibuses) for children under 18 years of age and their parents using a social card;

— free travel on suburban rail transport for children under 18 years of age and their parents;

— admission of children to state preschool educational institutions in the city of Moscow on a priority basis;

— exemption from payment for the maintenance of children in state preschool educational institutions;

— free use by children of paid physical education, health and sports services provided by institutions that are part of the city state system of physical education and sports, in the manner established by the Government of Moscow;

— benefits for establishing the amount of payment for housing and utilities in the manner and under the conditions established by the Government of Moscow;

— the right to the provision of residential premises owned by the city of Moscow and subsidies for the acquisition or construction of residential premises in the manner and under the conditions established by federal legislation and legal acts of the city of Moscow;

— the right to free admission to the zoo, payment at discounted prices established by the Moscow Government, visits to museums, parks of culture and recreation, exhibitions, stadiums, cultural, educational and sports events in the specified cultural and sports institutions under the jurisdiction of the Moscow Government, and once a month — free admission to museums and stadiums;
