Beijing, December 2 (Xinhua) — The new version of the Agreement between the Government of the People's Republic of China and the Government of the Russian Federation on the Promotion and Mutual Protection of Investments entered into force on December 1. This was announced on Monday by the Chinese Ministry of Commerce on the agency's official website.
The governments of China and Russia signed a bilateral investment agreement in 2006. To create a more stable, fair, transparent, and predictable business environment for Chinese and Russian investors and their investments, the two sides began negotiations to update the bilateral investment agreement in 2022 and signed a new version on May 8, 2025, the ministry said in a statement.
The new version of the agreement contains a total of 20 articles, covering investment protection and promotion, investment facilitation, and dispute resolution. Compared with the bilateral investment agreement between China and Russia signed in 2006, the new version of the agreement further amends investment protection provisions and enhances legal certainty regarding bilateral investments; rules on investment facilitation have been added, enhancing the transparency and predictability of investment-related measures by both sides; and dispute resolution procedures have been detailed, providing clearer rules and guidelines for the proper resolution of investment disputes.
