Moscow, December 1 (Xinhua) — Moscow considers the recent statement by NATO Military Committee Chairman Giuseppe Cavo Dragone about the possibility of preemptive strikes against Russia as a defensive measure to be extremely irresponsible and an attempt to undermine efforts to resolve the Ukrainian conflict.
