Beijing, December 1 (Xinhua) — The city of Manzhouli, north China's Inner Mongolia Autonomous Region, on the border with Russia, has begun building a public service platform to develop international road transport between China and Russia, according to a statement posted on the official website of the Manzhouli City Hall.
Manzhouli is the largest land port in China and an important hub for promoting China's opening up to the north.
In recent years, there has been a steady recovery in border trade between China and Russia, leading to a rapid increase in cargo turnover through the Manzhouli Port. However, several factors remain limiting the quality and efficiency of cross-border logistics, including barriers to data exchange, risks of exchange rate volatility, and low transport capacity utilization. The creation of this platform will help address these issues.
The new platform will cost 50 million yuan (approximately $7.1 million) in investment and will be built over two years, from September 2025 to September 2027. It aims to strengthen data security using blockchain technology and ensure the interconnection and shared access of data across areas such as customs clearance, finance, insurance, and transportation capacity. Once launched, the platform will not only provide one-stop services related to customs declarations and multi-currency settlements but also accurately identify the sources of goods transported in the opposite direction to avoid wasted journeys.
The new platform is being developed at the initiative of the Hulunbuir Transportation Bureau and the Manzhouli Transportation and Commerce Bureau. Two Manzhouli companies involved in international supply chain management and freight forwarding services have undertaken the construction.
