BEIJING, November 27 (Xinhua) — The white paper on China's arms control, disarmament, and non-proliferation policies in the new era demonstrates China's sense of responsibility and its commitment as a great power to actively lead global security governance and safeguard world peace and security, Chinese Foreign Ministry spokesperson Guo Jiakun said on Thursday.

As Guo Jiakun noted at a regular press briefing, the current publication of the white paper is significant because this year marks the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, as well as the 80th anniversary of the founding of the United Nations.

China published previous versions of its white paper on arms control in 1995 and 2005. Guo Jiakun stated that the new version comprehensively outlines China's policies on arms control, disarmament, and non-proliferation of weapons of mass destruction, as well as the country's approaches and proposals for the international security and arms control situation in the new era.

Noting the current complex situation in the area of international security and arms control, and the steady escalation of the international arms race in a world prone to frequent conflicts and upheavals, the official representative stated that humanity once again stands at a crossroads and is faced with a choice between peace and war, dialogue and confrontation, cooperation for mutual benefit, and a zero-sum game.

Guo Jiakun pointed out that the document reflects China's active efforts, practical measures and obvious achievements in constructively participating in the international arms control process over the past two decades, demonstrating China's sense of responsibility as a great power in leading global security governance and ensuring world peace and security.

The publication of the white paper is a concrete step by China in implementing the Global Security Initiative and the Global Governance Initiative, the diplomat continued, adding that regardless of changes in the international situation, China will always stand on the side of peace and justice and act as a strong force in protecting peace and security throughout the world.

China is ready to join all other peaceful countries in advocating for the construction of an equitable and orderly multipolar world and inclusive economic globalization that benefits everyone, and to strengthen and develop the international arms control system with the UN at its core, Guo Jiakun concluded.
