The 7th Russian-Chinese Energy Business Forum (RCEBF) opened in Beijing, the capital of the People's Republic of China, on Tuesday.

Around 450 people participate in the RCEBF events, including politicians, representatives of over 100 of the largest Russian and Chinese companies from various industries, scientists, academics, experts, and analysts.

Igor Sechin, Executive Secretary of the Presidential Commission on Fuel and Energy Complex Development Strategy and Environmental Safety, Chief Executive Officer of Rosneft Oil Company, Ding Xuexiang, Vice Premier of the State Council and member of the Standing Committee of the Central Committee of the Communist Party of China, Alexander Novak, Deputy Prime Minister of the Russian Federation, and Dai Houliang, Chairman of the Board of Directors of CNPC, delivered reports at the opening ceremony of the RCEBF.

Also participating in the opening ceremony on the Russian side were Russian Energy Minister Sergey Tsivilev, Chairman of the Management Board of VTB Bank Andrey Kostin, Chairman of VEB.RF Igor Shuvalov, Chairman of the Management Board of Gazprom Neft Alexander Dyukov, CEO of Tatneft PJSC Nail Maganov, Chairman of the Management Board of Inter RAO Sergey Dregval, CEO of Rosseti PJSC Andrey Ryumin, and CEO of RusHydro PJSC Viktor Khmarin. The opening ceremony was also attended by the heads of other Russian companies, including Gazprom, Novatek, Transneft, Rosatom, Zarubezhneft, Gazprombank, SUEK, Kuzbassrazrezugol, TMK, Alfa-Bank, the Petersburg Exchange, and others.

Igor Sechin read a greeting from the President of the Russian Federation to the participants of the RCEBF. According to Vladimir Putin, the bilateral relations of comprehensive partnership and strategic interaction between the Russian Federation and the People's Republic of China continue to develop, and energy is one of the most important areas of practical cooperation.

"We are implementing truly large-scale joint projects in the fuel and energy sector, which are of great importance for the economic and technological development of our countries. Russia ranks first in oil and natural gas supplies to China and is increasing its coal exports. Russian and Chinese specialists are successfully collaborating on the construction of nuclear power plants and the development of clean energy sources, and are working together to improve energy production and processing technologies," Vladimir Putin noted.

The Russian President wished the forum participants fruitful work, expressing confidence in the effectiveness of direct energy dialogue between the two countries' leading companies.

Ding Xuexiang read a message from the President of the People's Republic of China. In it, Xi Jinping sincerely congratulated the forum participants on its opening and noted the key role of the energy sector in developing cooperation between Russia and China.

"I hope that the forum will host discussions that will strengthen energy cooperation for the benefit of both countries and peoples," the Chinese President noted in his message.

During his speech, Igor Sechin expressed deep gratitude to the leaders of Russia and China for their support and ongoing personal attention to the development of bilateral energy cooperation. He also thanked his Chinese friends and personally Vice Premier Ding Xuexiang for the warm welcome extended to the Russian delegation in Beijing.

Sechin noted that companies participating in the RCEBF this year account for up to 40% of trade turnover between Russia and China. Moreover, energy accounts for approximately 70% of Russian exports to China.

"Our forum today is of particular significance for Russian-Chinese relations: this year, Russia and China are jointly commemorating the 80th anniversary of Victory in the Great Patriotic War and the surrender of Japan, which ended World War II. Large-scale celebrations were held in Moscow on May 9 and Beijing on September 3, with the participation of the leaders of our two countries, and these celebrations resonated widely internationally," Sechin recalled.

Igor Sechin also quoted the Russian President, who said in August of this year: “The memory of the joint struggle of the Soviet and Chinese peoples against German Nazism and Japanese militarism is an enduring value for us.”

The Russia-China Energy Business Forum has been held annually since 2018 in accordance with agreements reached between Russian President Vladimir Putin and Chinese President Xi Jinping. The event is held under the auspices of the Presidential Commission for Fuel and Energy Sector Development Strategy and Environmental Safety and the National Energy Administration of China. Rosneft and CNPC are co-organizers of the RECBF.
