GUANGZHOU, November 24 (Xinhua) — A fatal accident in southern China's Guangdong Province was caused by poor safety procedures during tunnel construction in a high-risk area and a failure to reinforce the tunnel in a timely manner after the initial collapse, according to an investigation report released Monday.
On December 4, 2024, 13 workers were killed in a landslide at the Shenzhen-Jiangmen Railway construction site in Shenzhen.
An investigative team dispatched to the site by provincial authorities determined that during tunneling in a high-risk zone, the surrounding rock proved weaker than estimated during design and survey work. However, tunneling was not stopped, and the tunneling and support technologies were not replaced with more reliable ones, which ultimately led to a localized collapse of the roof above the face.
Following the occurrence of a hazardous situation, failure to take timely and effective engineering measures resulted in repeated collapses and a ground failure above the face, resulting in the death of workers on the surface.
This accident exposed problems related to poor management, weak risk control during construction, inadequate emergency response mechanisms and improper handling of the emergency on site.
The incident resulted in direct economic losses of approximately 72.6 million yuan (approximately 10 million US dollars). The tunnel construction companies have been advised to hold those responsible accountable in accordance with the law.
