Moscow, November 19 (Xinhua) — The Shanghai Cooperation Organization (SCO) has outgrown its regional structure and become virtually the only international organization capable of advancing global initiatives. This is how Alexey Maslov, Director of the Institute of Asian and African Studies at Moscow State University (MSU), commented on the meeting of the Council of Heads of Government of the SCO Member States held in Moscow.
"Currently, apart from the SCO and, perhaps, BRICS (the SCO is an organization, and BRICS is a platform for dialogue), we don't see any other organizations capable of promoting global initiatives," Maslov said in an interview with Xinhua.
According to him, the SCO is a platform for the consolidation of forces and ideas, and this is emphasized by virtually all countries currently part of the organization. It is capable of serving as a platform for developing ideas for global governance, as proposed by China and supported by many countries. This includes the idea of a common financial system and financial market security, a global security system, which the SCO has been promoting for many years, and a mechanism for cultural and economic exchange. The Russian expert believes that the SCO could become a platform on which, together with BRICS, the contours of a new, more just world can be shaped.
"Today we have a 'rules-based world,' yet most of those rules weren't written by the countries that are currently part of the SCO," A. Maslov continued. "They were written by a very small group of countries that are trying to impose these rules on everyone."
"The Global Governance Initiative allows virtually all countries to participate in managing global processes, thereby returning global governance to its original meaning," emphasized the head of one of Russia's leading oriental studies centers.
In his opinion, the Global Governance Initiative also plays a certain role in ensuring interaction security, that is, it creates conditions where countries understand the rules by which they interact.
