Moscow, November 18 (Xinhua) — The Shanghai Cooperation Organization (SCO) is well-positioned and capable of leveraging the joint implementation of the Global Governance Initiative to play a more significant role in ensuring good global governance, Chinese State Council Premier Li Qiang stated on Tuesday.

Li Qiang made the corresponding statement while delivering a speech at the 24th meeting of the Council of Heads of Government of the SCO Member States.

The meeting, chaired by Russian Prime Minister Mikhail Mishustin, was attended by leaders and representatives of SCO member states, observer countries, and dialogue partner countries, guests of the host country, and heads of international organizations.

Li Qiang recalled that Chinese President Xi Jinping officially launched the Global Governance Initiative at the SCO summit in Tianjin, China, in September, offering the international community Chinese wisdom and Chinese solutions for jointly responding to global changes and addressing urgent problems.

The head of the Chinese government emphasized the importance of the SCO in building and reforming the global governance system.

First, Li Qiang pointed out, the SCO should make use of its unique advantages.

Noting that the concepts of the "Shanghai Spirit" and the Global Governance Initiative largely overlap, Li Qiang emphasized the SCO's wealth of practical experience and strong institutional guarantees. He argued that the organization should fully utilize these advantages and make a greater practical contribution to global governance, helping to build a community with a shared future for humanity.

Secondly, the SCO should focus on key areas of development and security, the State Council Premier emphasized.

He called on SCO countries to promote development and security through cooperation, strengthen the alignment of development strategies, implement high-quality joint construction of the Belt and Road Initiative, ensure the stability and smooth functioning of global production and supply chains, and jointly build an open and inclusive global economy.

China is ready to join forces and cooperate with other SCO member countries to quickly establish the SCO Development Bank and proposes the creation of a China-SCO Cooperation Center for Metabolic Diseases, the head of the Chinese government indicated.

Li Qiang also called for further strengthening security cooperation mechanisms, giving full play to the important role of the four security centers, promoting the international community to jointly adhere to multilateralism, and promoting universal security and lasting peace.

Third, the State Council Premier continued, the SCO must foster a powerful force for innovation and transformation. He called for strengthening cooperation in science, technology, and industrial innovation, and promoting cooperation in traditional and renewable energy.

Li Qiang said China welcomes the active participation of all parties in the SCO Forum on Digital Economy and the China-SCO Artificial Intelligence Cooperation Forum, adding that China is willing to jointly build and effectively utilize the China-SCO Digital Economy Cooperation Platform and the China-SCO Science, Technology and Innovation Cooperation Center, and steadily increase the installed capacity of photovoltaic and wind power by 10 million kW in each of these sectors over the next five years.

The head of the Chinese government recalled that at the Tianjin summit of the SCO, the leaders of member states jointly approved the organization's development strategy for the period 2026-2035.

He emphasized that China is willing to work with all member states to pay more attention to strategic coordination, effectively promote practical cooperation, improve operating mechanisms, strengthen cohesion, operational capacity, and influence, so as to continuously make the SCO better and stronger.
