UN/RAMALLAH, November 18 (Xinhua) — The UN Security Council on Monday adopted a resolution establishing an international stabilization force in Gaza.
The US-drafted Resolution 2803 received the support of 13 Security Council members. Russia, which submitted an alternative draft resolution, abstained, as did China.
The adopted document supports the comprehensive 20-point plan for Gaza presented by US President Donald Trump in September.
The resolution welcomes the establishment of a Peace Council as a “transitional authority” that will determine the framework and coordinate funding for the reconstruction of the enclave “until the Palestinian National Authority has satisfactorily completed its reform program… and is able to reassert control over Gaza in a credible and effective manner.”
That same day, Hamas criticized the resolution for failing to address the political and humanitarian needs of the Palestinian people, particularly in the Gaza Strip. Hamas accused the document of seeking to impose results that Israel "could not achieve militarily" and to separate Gaza from the rest of the Palestinian territories in a way that undermines Palestinian national rights.
