Almaty, November 16 (Xinhua) — Over more than two decades of its existence, the Shanghai Cooperation Organization (SCO) has proven itself to be one of the most successful and influential regional cooperation platforms in Eurasia, making a tangible contribution to the development of a multipolar and equitable world order based on international law and mutual respect. This was stated by Jamshed Toshev, Deputy Director of the SCO Friendship and Cooperation Center in Tajikistan, in a written interview with Xinhua ahead of the meeting of the SCO Heads of Government Council, which will be held on November 17-18 in Moscow, Russia.

As the expert noted, this event once again draws attention to the organization's role in strengthening multilateralism, developing regional cooperation, and shaping a new global governance architecture.

D. Toshev named regional security as one of the SCO's key areas of activity. He explained that the Regional Anti-Terrorism Structure (RATS), headquartered in Tashkent, operates for this purpose. Under the auspices of RATS, member states regularly conduct joint exercises, coordinate their efforts to combat terrorism, extremism, and drug trafficking, and actively cooperate in the field of cybersecurity.

"These efforts enable countries in the region to effectively respond to modern threats and strengthen their resilience to transnational challenges. It's important that the SCO's security activities are based not on military alliances, but on mutual trust and coordination," the expert noted.

Along with security issues, he said, the SCO places special emphasis on economic development and humanitarian cooperation. He noted that the organization's countries are consistently promoting initiatives aimed at facilitating trade, improving transport connectivity, and developing infrastructure projects.

The expert placed great importance on aligning national strategies with regional initiatives, including the Belt and Road Initiative. "Projects are being implemented in energy, transport, agriculture, the digital economy, and green technologies. All of this contributes to the formation of an open, interconnected, and sustainable economic space in Eurasia," explained D. Toshev.

He also said that humanitarian cooperation within the SCO is being strengthened through youth forums, cultural festivals, academic conferences, and educational exchanges. The establishment of the SCO University and university networks facilitates academic mobility, intercultural dialogue, and knowledge exchange.

The expert explained that Tajikistan, as one of the SCO's founding members, has made a significant contribution to shaping its priority areas of activity. He explained that during Tajikistan's 2020-2021 chairmanship, regional security, economic recovery after the coronavirus pandemic, and advancing the environmental agenda were emphasized.

"At Dushanbe's initiative, the SCO is paying special attention to water diplomacy and the sustainable use of natural resources. The Republic also consistently raises the situation in Afghanistan, advocating for the unification of efforts by countries in the region to promote peace and stability," he added.

Moreover, according to the expert, Tajikistan actively participates in the SCO's cultural and educational projects, providing venues for international forums, symposiums, and youth meetings. "These initiatives contribute to strengthening trust and mutual understanding between the peoples of the region," said D. Toshev.

He also added that today the SCO plays an important role in shaping a new global governance architecture that prioritizes equality, mutual benefit, and shared responsibility. He believes the organization demonstrates that international cooperation can be built not on confrontation, but on principles of partnership and solidarity.

"The SCO's experience proves that it is collective efforts that enable countries to effectively address the challenges of the 21st century—from climate change to cyber threats. This is its contribution to strengthening sustainable peace and a just world order," he shared.
