St. Petersburg, November 15 (Xinhua) — China's new stage of development during the implementation of the 15th Five-Year Plan from 2026 to 2030 will provide additional impetus and new opportunities for the comprehensive deepening of Chinese-Russian cooperation in all areas. This was stated by Chinese Consul General in St. Petersburg Luo Zhanhui in his article "Significant Achievements in High-Quality Development—A New Vision for the Implementation of the Fifteenth Five-Year Plan."
In an article published in the newspapers Consul, Long Bao, and on the Radio Metro website, Luo Zhanhui noted that the Fourth Plenary Session of the 20th CPC Central Committee systematically summarized China's socioeconomic achievements over the past five years and defined a vision for further advancing China's modernization in the coming five-year period. During the 14th Five-Year Plan, China's contribution to global economic growth has remained stable at around 30 percent annually. The country has achieved significant results in cutting-edge fields such as artificial intelligence and quantum communications. The production and sales of new energy vehicles have ranked first in the world for the tenth consecutive year.
"The plenary session set the key goals for socioeconomic development during the 15th Five-Year Plan. Based on this, we must undertake another five-year period of persistent struggle to achieve significant growth in China's economic, scientific, technological, defense, and overall national strength, as well as international influence, by 2035," the Chinese diplomat stated.
According to him, the principles of openness, cooperation, mutual benefit, and common development are integral components of China's modernization. "The Fourth Plenary Session of the 20th CPC Central Committee demonstrated China's readiness to continue sharing development opportunities with other countries, strengthening mutually beneficial partnerships, and contributing to global prosperity," the publication states.
China is ready to work with Russia to deepen practical cooperation in all areas and jointly advance the implementation of key international initiatives such as the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative, and to make joint contributions to building a community with a shared future for humanity, Luo Zhanhui noted.
