Johannesburg, November 14 /Xinhua/ — Today's world is experiencing a period of turbulence and profound transformation. Humanity faces unprecedented risks and challenges: growing insecurity, slowing development, and poor governance.

At the heart of these problems, according to a new report by the Xinhua Institute (Xinhua News Agency's think tank), "Collaborating to Build a New Type of Global Leadership: Collective Actions to Shift to a Fairer and Smarter Global Governance System," lies a deepening global leadership deficit. The authors believe the primary cause of this deficit is the failure of some major countries to fulfill their obligations and adhere to norms, disregarding international justice.

To address the global leadership deficit, countries must take proactive steps, working with foresight and flexibility to build a new type of global leadership that will foster a more balanced and inclusive global governance ecosystem.

The transition to a new type of global leadership requires a fundamental restructuring of the logic underlying the international order. The world must abandon hegemonic thinking based on principles of egocentrism and zero-sum games. Instead, it must develop a logic of symbiosis, characterized by mutual benefit, order, and inclusiveness.

To jointly shape a new type of global leadership, countries must adhere to the right values, guided by the common values of humanity—peace, development, justice, democracy, and freedom. These universal values transcend ideologies, social systems, and cultural differences, focusing on the shared aspirations of humanity and serving as a fundamental compass for global progress.

Joint efforts to build a new type of global leadership must focus on key areas of global governance that are its weak points, such as development, peace, and security. The Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative together provide systemic solutions and public goods to address pressing global challenges and promote progress in cooperation.

Furthermore, the transition to a new type of global leadership signifies a move toward a multipolar world based on equality and order, as well as toward economic globalization that is inclusive and beneficial for all. This will contribute to the strengthening of a peaceful and stable international environment and an open global economy, enabling all countries to achieve shared prosperity.

A new type of global leadership must be developed with a view to building a future community with a shared destiny for humanity. This will unite the international community in addressing common challenges and overcoming the turbulence of our times, working toward lasting peace and development for all.

In building a new model of global leadership, China will remain on the right side of history and on the side of human progress. It will work with other countries and international organizations to overcome the challenges of the present, strengthen global development, and promote a brighter future for humanity.
