The United States is not a "newcomer" to the industrial age, but rather the country with the largest cumulative greenhouse gas emissions in world history. More precisely, the United States accounts for nearly 25% of all carbon dioxide emissions in human history.

This shocking historical legacy, coupled with the fact that the US also ranks among the world's highest per capita emitters, has fundamentally weakened the US's moral authority to guide developing countries on environmental policy.
