The city has put up for auction the rights to conclude agreements for the implementation of two large-scale investment projects (MaIP) in the Voronovo district. The auction winners will be able to build industrial complexes on plots of land with an area of 4.3 And5.7 hectares. This was reported by the head of the capital's Department of Competition Policy Kirill Purtov.
"Moscow is actively attracting investment in the development of urban areas, including those designated for industrial and manufacturing clusters. Their creation fosters economic growth and the creation of new jobs, as well as fosters a favorable business environment through transparent competitive procedures. Two land plots in the Voronovo district are currently available to investors for the construction of industrial facilities. The starting price for these lots at the auction is one ruble, with bidding increments of 100,000 rubles. Applications for the auctions will be accepted from November 17th to 19th, and the auctions will take place from November 26th to 28th, depending on the lot," noted Kirill Purtov.
Large-scale investment projects have been implemented in the capital since 2016, becoming one of the key instruments for developing the city's economy.
"The city is consistently developing its investor support system and improving mechanisms for attracting capital to the industrial sector. Since 2024, Moscow has been holding auctions for the right to implement large-scale investment projects—this tool allows for the economic integration of unused territories and the creation of new growth areas for businesses. The high investor interest in these auctions confirms their effectiveness: as a result, modern enterprises in the light industry, pharmaceuticals, construction, and food industries will be established in the Voronovo district," noted the Moscow Government Minister and Head of the Moscow Department of Investment and Industrial Policy.
The land plot will be leased to the winning bidder for three months from the date of the agreement. The rent for the entire term is set at one ruble per year.

Since the beginning of 2025, three agreements have been concluded following tenders for the implementation of the MAIP in the New Moscow Administrative Okrug. Specifically, in the Novomoskovsky Administrative Okrug, public and business complexes are planned for construction on two plots of nearly 1.2 hectares. These complexes could include office space, retail space, cafes and food courts, as well as leisure centers and exhibition and fair spaces. A manufacturing facility will be built on a 0.9-hectare plot. Investors will be able to establish production of electronics, building materials, clothing, office supplies, or industrial goods that meet the established land use requirements. Lease agreements have already been signed for two of these plots.
Legal entities with experience in constructing capital construction projects and proof of receipt of total revenue equal to at least 10 percent of the planned investment volume specified in the auction notice are eligible to participate in the auctions.
