BEIJING, Nov. 8 (Xinhua) — China is injecting strong impetus into global climate governance through its commitment to multilateralism and international cooperation, according to a white paper released by the State Council Information Office on Saturday.

The white paper, titled “China's Plans and Decisions to Achieve Carbon Peak and Carbon Neutrality,” said this commitment was demonstrated by the country's participation in and leadership of global climate governance, its promotion of green development through the Belt and Road Initiative, and its advancement of international cooperation on green and low-carbon development.

According to the document, China has demonstrated the highest possible ambition in its national contribution, taken the most significant measures for action, and has been decisively moving towards its goals in line with the requirements of the Paris Agreement.

It said that cooperation in green infrastructure, energy and transportation between China and other Belt and Road Initiative countries continues to expand, and the country has established energy partnerships with 34 Belt and Road countries and is cooperating with more than 100 countries and regions on green energy projects.

Committed to the principle of common but differentiated responsibilities, China also promotes high-quality international cooperation on green and low-carbon development, providing financial, technological and human resources support to countries in the Global South within its capabilities.

According to the document, by the end of October 2025, China will have signed 55 memorandums of understanding on South-South cooperation on climate change with 43 developing countries and held more than 300 sessions of capacity-building programs.

Looking forward, China is willing to cooperate with the international community to promote environmental protection, advance green development, address global climate issues, protect the green Earth, and create a cleaner and more beautiful world, the document says. -0-
