BELEM, Brazil, November 7 (Xinhua) — China will accelerate a comprehensive green transition in socio-economic development while actively working to achieve a peak in carbon emissions. Vice Premier Ding Xuexiang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and a member of the State Council, announced this in his speech at the Climate Summit here on Thursday. He arrived in Belem as a special representative of Chinese President Xi Jinping.
Praising Brazil's active and important contribution to advancing global climate governance as President of the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30), the Deputy Prime Minister expressed hope for the event's complete success.
This year marks the 10th anniversary of the Paris Agreement, and global climate governance is entering a crucial stage of development, said Ding Xuexiang. China has achieved outstanding results in implementing its Nationally Determined Contributions (NDCs) for the period up to 2030, he added.
At the UN Climate Summit, Xi Jinping formally unveiled China's NDCs for 2035, the Vice Premier noted. They cover all economic sectors and all greenhouse gases, and for the first time, set an absolute emissions reduction target, demonstrating China's strong commitment and enormous efforts, he emphasized.
Recently, participants at the Fourth Plenary Session of the 20th CPC Central Committee discussed and adopted recommendations for drafting the 15th Five-Year Plan for Socioeconomic Development. According to Ding Xuexiang, these recommendations call for promoting carbon emission reduction, reducing pollution, expanding green spaces, ensuring economic growth, building a solid foundation for environmental safety, and building momentum for green development.
Humanity currently stands at a new crossroads, requiring all parties to commit to genuine multilateralism, strengthen unity and cooperation, and promote sustainable and long-term progress in global climate governance, the Deputy Prime Minister stated. He put forward three proposals for addressing the current challenges.
First, it is necessary to stay on the right course, build trust, coordinate the goals of environmental protection, economic development, job creation and poverty alleviation, improve people's living conditions and climate management in a coordinated manner, and promote high-quality development to bring greater benefits to people around the world.
Secondly, it is necessary to implement measures to combat climate change, respect the principle of common but differentiated responsibilities, and fully implement the UN Framework Convention on Climate Change and the Paris Agreement.
Developed countries should take the lead in reducing emissions, faithfully fulfill financial commitments, and provide developing countries with more support in technology and capacity building, Ding Xuexiang explained.
Third, it is necessary to deepen openness and cooperation, create favorable conditions for international economic and trade cooperation, strengthen international cooperation in green technologies and industries, ensure the free circulation of high-quality green products, and more effectively meet the global demand for sustainable development.
During a meeting with UN Secretary-General António Guterres on the sidelines of the conference, Ding Xuexiang said that multilateralism and the UN are currently facing unprecedented challenges.
Regardless of how the international situation develops, China will adhere to genuine multilateralism, continue to fully support the fundamental position and role of the UN in international affairs, promote dialogue and cooperation among countries, and make greater contributions to world peace and development.
