In the first nine months of 2025, specialists processed over 90,000 requests for government services in the area of land and property relations. "All government services related to land and property relations are available to Muscovites online at mos.ru. This allows them to request necessary documents and enter into lease and real estate purchase and sale agreements online. Specialists at the City Property Department process approximately 500 applications daily. In the first nine months of 2025, individuals and legal entities applied for government services more than 90,600 times. About 65,800 applications were submitted remotely," said Vladimir Efimov.
The City Property Department provides 21 government services related to land and property matters. These services are primarily targeted at legal entities and can only be accessed online. In the housing sector, Muscovites are provided seven government services, which are most often used by individuals. Two of these are available exclusively on the mos.ru portal.

housing, registered before January 31, 1998. Although the standard service delivery period is 14 days, in most cases, applicants receive the required information within half an hour. This is possible if they apply during business hours and provide all the necessary information," she noted. In the first nine months of 2025, Muscovites applied for this government service more than 16,000 times.
In third place in terms of the number of requests is government service, which allows you to assign, change, or cancel an address to a property. Before the service was converted to digital form, it took 45 business days to provide. Thanks to digitalization and optimization, this period has been reduced: first to 17 days, then to 12, and now the service is provided in just five business days. From January to September 2025, nearly 13,600 requests for address assignment were received.
The development and modernization of electronic services is carried out by the capital's Department of City Property in conjunction withDepartment of Information Technology of the City of Moscow and the State Public Institution “New Management Technologies”.
