Beijing, November 6 (Xinhua) — Chinese Premier Li Qiang recently signed a State Council Resolution promulgating the Regulations on Ecological Environmental Monitoring, which will take effect on January 1, 2026.
The document, consisting of seven chapters and 49 articles, aims to standardize activities in the field of environmental monitoring, expand its capabilities and level, and ensure the quality of the relevant data.
The Regulation emphasizes the need to accelerate the development of a modern environmental monitoring system, with an emphasis on comprehensively increasing the level of automation, digitalization, and intellectualization in this area.
It also notes the need to strengthen public monitoring by establishing an environmental monitoring network based on the principles of rational planning, integrated functionality, classification and gradation, and joint construction and shared use.
According to the document, it is necessary to strengthen supervision and monitoring of various sources of pollution, monitoring and early warning of environmental and nature conservation risks, and to create and improve a reliable system for monitoring and managing environmental emergencies.
Technical service providers, as stated in the Regulation, must have the necessary premises and equipment, technical capabilities, technical personnel and management potential, and must also be registered with the competent ecology and environmental authorities.
