Order No. 3080-r of October 31, 2025

In 2025, an additional 34.6 billion rubles will be allocated to subsidize preferential loans for Russian agricultural producers. Prime Minister Mikhail Mishustin signed the corresponding order.

Funds from the reserve fund will allow for the continuation of the preferential lending program for loans provided to agricultural enterprises for the production and processing of agricultural products. These funds will subsidize at least 39,000 previously issued loans.

Federal funding will enable the continued implementation of major investment projects and the expansion of agricultural production and processing.

“We hope that these decisions will help farmers continue their work successfully, ensuring the country’s food security and a wide range of products for our citizens,” Mikhail Mishustin noted during Government meetings on October 30.

The preferential lending program for farmers was launched in 2017. Under this program, agricultural producers can take out short-term (up to 2 years) or investment (up to 15 years) loans at a preferential rate.

Taking into account the signed resolution, the total amount of funds for subsidizing preferential loans for farmers in 2025 will amount to more than 187.7 billion rubles.
