Over the past four years, bilateral trade has more than doubled to $245 billion. An updated intergovernmental agreement on the promotion and mutual protection of investments is scheduled to enter into force in December of this year, which will expedite investment approval procedures and improve investor protection.
"Today, the IPC is focusing on a project portfolio totaling over $200 billion. More than half of this amount is accounted for by 63 significant projects, 46 of which are already in the practical implementation stage. These are primarily initiatives for the development of transport and logistics infrastructure, metallurgy, chemicals, mechanical engineering, forestry, agriculture, and trade. Importantly, this list is constantly expanding. This year, it includes new initiatives – automotive production in three Russian regions and alumina production in China's Hebei Province," the First Deputy Prime Minister stated.
Denis Manturov discussed the expansion of the pool of promising projects with plans to establish production of soluble cellulose and viscose fiber in the Irkutsk region, as well as the creation of a scientific and clinical center for ion-proton therapy in Moscow and the launch of a year-round container line via the Northern Sea Route.
Speaking about the preparation of a register of interregional projects, the First Deputy Prime Minister noted that the Russian side has prepared proposals that include 27 projects in 18 Russian regions.
"Overall, it is important for the government and businesses of our countries to continue to pool and coordinate their efforts to comprehensively explore opportunities for cooperation. They also need to develop effective cooperation formats that mitigate opportunistic and geopolitical risks. I am confident that coordinated efforts will take Russian-Chinese investment cooperation to a qualitatively new level," the First Deputy Prime Minister stated.
In conclusion, Denis Manturov emphasized the Russian side's firm commitment to implementing all agreements reached and continuing active dialogue during the intersessional period. He also invited Ding Xuexiang and his Chinese colleagues to Russia for the next meeting of the commission in 2026.
Following the meeting, the First Deputy Prime Minister of Russia and the Vice Premier of the State Council of the People's Republic of China signed the minutes of the 12th meeting of the Russian-Chinese Intergovernmental Commission on Investment Cooperation. Furthermore, in the presence of the co-chairs, a Memorandum of Cooperation was signed between the Ministry of Economic Development of Russia and the National Development and Reform Commission of the People's Republic of China on deepening investment cooperation in the agricultural sector.
