The most common practices of shadow business were examined, as well as tools for stopping them and identifying new loopholes for shadow operators.
"Illegal employment limits the district's socioeconomic development and poses significant risks not only to the economy but also to the social and labor spheres due to the lack of social guarantees. Thanks to coordinated efforts by agencies, the North Caucasus Federal District's target for identifying illegal employment in 2024 was met by 112%, and this work continues," emphasized Alexander Novak.
A range of measures is being implemented to introduce cashless payments for goods and services. Currently, cash withdrawals from cards in the district are more than 1.5 times higher than the national average. As part of a project to eliminate unfair market practices, the number of registered cash registers has increased by 39% since 2021. The integration of real estate not registered in the Unified State Register of Real Estate (USRN) into economic circulation continues.

An important part of the policy to reduce the shadow economy is creating more favorable conditions for doing business legally than illegally. In the North Caucasus Federal District, entrepreneurs benefit from 46 existing government support measures.
The measures being taken to reduce the share of the shadow economy are aimed at both protecting the interests of citizens and achieving positive budgetary effects, as well as improving payment discipline in the housing and utilities and energy sectors.
