Gyeongju, South Korea, Oct. 31 (Xinhua) — Chinese President Xi Jinping on Friday put forward a five-point proposal to advance win-win and inclusive economic globalization and build an Asia-Pacific community.

He put forward this proposal in his speech titled “Joining to shape a win-win, inclusive and open economy in the Asia-Pacific region” at the opening session of the 32nd APEC Economic Leaders' Meeting.

Over the past 30-plus years since its founding, APEC has led the region in pursuing open development and contributed to the transformation of the Asia-Pacific region (APR) into the most economically dynamic region in the world, Xi Jinping noted.

The world is currently undergoing accelerated changes unseen in a century, and the Asia-Pacific region is facing growing uncertainty and destabilizing factors in its development, he said, adding that the more difficult the situation, the more APEC members must unite.

The Chinese leader called on APEC members to remain committed to the organization's founding mission of promoting economic growth and improving people's lives, and to support open development in which everyone has equal opportunities and benefits. He also called for efforts to promote a win-win and inclusive economic globalization and the creation of an Asia-Pacific community.

First, he called for joint efforts to safeguard the multilateral trading system. The Chinese President emphasized that APEC members should practice genuine multilateralism, strengthen the authority and effectiveness of the multilateral trading system with the World Trade Organization at its core, and update international economic and trade rules to reflect changing conditions to better protect the legitimate rights and interests of developing countries.

Secondly, he called for the creation of an open economic environment in the region. According to Xi Jinping, APEC members should further advance trade and investment liberalization and facilitation, deepen financial and fiscal cooperation, consistently advance regional economic integration, and promote synergies and joint progress in order to give new impetus to the development of the Asia-Pacific Free Trade Area.

Third, Xi Jinping stressed the need for joint efforts to ensure the stable and smooth operation of production and supply chains.

He emphasized that APEC members should work together rather than apart, strengthen ties rather than sever them, actively expand shared interests, and support the open development of supply chains. Concrete and tangible results should be achieved in infrastructure, institutional, and people-to-people connectivity to further strengthen the foundations of open development in the Asia-Pacific region, the Chinese President stated.

Fourth, Xi Jinping called for advancing the digital and green transformation of trade. He called for digital technologies to become a powerful catalyst for cross-border trade, the elimination of all trade barriers related to environmental protection, and expanded cooperation in green manufacturing, clean energy, and environmentally sound mining.

Fifth, Xi Jinping called on Asia-Pacific economies to work together to promote mutually beneficial and inclusive development. He emphasized the importance of adhering to the concept of people-centered development, focusing on addressing development imbalances, and promoting a more inclusive and sustainable economic globalization for the benefit of the region's people.

China cooperates with various parties to promote high-quality development under the Belt and Road Initiative and is committed to achieving common development and prosperity with all countries, Xi said.

The Chinese President emphasized that China has consistently adhered to the basic national policy of openness and has been promoting the construction of an open global economy through tangible actions.

Noting that the 4th Plenary Session of the 20th CPC Central Committee adopted proposals for formulating the 15th Five-Year Development Plan, Xi Jinping said China will seize this opportunity to further comprehensively deepen reforms and expand high-level opening-up, as well as create new opportunities for the Asia-Pacific region and the world through the latest achievements of Chinese-style modernization.
