Moscow, October 30 (Xinhua) — The goals China has set for the 15th Five-Year Plan (2026-2030) signal a change of era and reflect a new stage of global development, according to Boris Titov, Special Representative of the Russian President for Relations with International Organizations to Achieve the Sustainable Development Goals and Chairman of the Russian Section of the Russia-China Committee for Friendship, Peace, and Development.
"China's 15th Five-Year Plan is more than an internal document. It signals a change in eras. The world is entering a new era, where the primary values are no longer raw materials and cheap labor, but innovation, justice, and sustainable development. And the countries of the Global South are becoming active participants in this transformation, not passive observers," he noted in a commentary for Xinhua.
According to B. Titov, the essence of the new plan is a shift from quantity to quality. "China is focusing not on mass production, but on innovation, green technologies, and the fight against inequality. Giant factories are being replaced by new productive forces: science, high technology, and talented personnel," the Russian president's special representative stated, adding that this strategy is closely linked to the "dual circulation" concept.
In this way, China is strengthening its own market without shutting itself off, remaining part of the global economy. "This approach teaches countries in Africa, Asia, and Latin America how to build domestic resilience without severing ties to global trade," noted B. Titov.
Speaking about China's growing importance to the global economy, including projects implemented as part of the Belt and Road Initiative, he noted that cooperation with developing countries is becoming deeper and more nuanced. "China is now 'teaching how to fish,' rather than handing out fish. Chinese companies and universities are actively working with local specialists, helping develop digital infrastructure, share technologies, and train talent. This is an investment not in concrete, but in intellectual potential," the Xinhua source emphasized.
According to B. Titov, China's interaction with its partners is based on practical solidarity. He recalled the recently launched Global Development and South-South Cooperation Fund, with an authorized capital of $4 billion. "The key rule is that projects must meet the real needs of local residents and not be dictated from the outside," explained the Russian President's special representative.
He also noted the growing role of the digital yuan. "China has created a working technology for settlements in digital currency. This makes international payments and money transfers faster and cheaper," Titov noted, emphasizing that this is another advantage China has in international economic cooperation.
