Housing renovation, construction of industrial, scientific, transport, educational, and cultural facilities, landscaping, and modernization of public utilities, environmental, sports, and tourism infrastructure are included in long-term plans for the comprehensive socio-economic development of key Arctic communities through 2035. Prime Minister Mikhail Mishustin signed the order approving them.

We are talking about plans for the development of 15 Arctic support agglomeration settlements. These include Tiksi – Naiba, Salekhard – Labytnangi, Pevek – Bilibino, Norilsk – Dudinka, Dikson, Naryan-Mar, Noyabrsk, Novy Urengoy, Vorkuta, Egvekinot, as well as the Arkhangelsk, Kem-Belomorskaya, Murmansk, Kirov-Apatity and Monchegorsk agglomerations.

Thus, among the development activities in the villages of Tiksi and Nayba, special attention will be paid to the implementation of socially significant projects, such as the construction of a clinic and inpatient hospital in Tiksi and the construction of a modular outpatient clinic building in Nayba. The plan also includes the reconstruction of Tiksi School No. 2. Another significant area of work is the construction of a new airport building in Tiksi.

In the Pevek-Bilibino agglomeration, plans include the construction and reconstruction of highways and urban roads. Furthermore, the Chaunsky District Hospital is planned for renovation in Pevek. In Bilibino, modernization of public utilities infrastructure is planned. Separate measures are being taken to promote tourism. For example, a nature trail is planned to be built on Mount Peekinei, with a viewing platform at its summit.

Vorkuta's comprehensive development plan, among other things, includes the renovation of public utilities and transportation facilities. The former involves a major overhaul of the Usinsky water pipeline. The latter involves the reconstruction of the airfield portion of Vorkuta Airport and road repairs. The plan also calls for major renovations of educational, sports, and social institutions, including work at Republican Boarding School No. 1, the Miners' Palace of Culture, and the Yubileiny Stadium. Other important projects for the urban agglomeration include the creation of a coal chemicals plant, the closure of the municipal solid waste landfill, and the improvement of Vorkuta's courtyards and public spaces.

In the Kirov-Apatity agglomeration, the plan includes the development of ski tourism in the Khibiny Mountains. Priority tasks include reconstructing the Khibiny Airport runway and upgrading the Apatity-Kirovsk highway. In addition, several hotel complexes will be built and renovated in Kirovsk and Apatity.

Commenting on the approved plans formeeting with deputy prime ministers on October 27Mikhail Mishustin noted that at least 5% of the total funds for the relevant state programs will be allocated for their implementation when forming the federal budget. He added that federal subjects should also take such expenses into account when developing their financial plans.

"Effective implementation of such tasks will create more comfortable conditions for life, work, and tourism in the Arctic," the Prime Minister emphasized.

The list of Arctic zone support settlements that will serve as the basis for infrastructure projects was approved by the Government in November 2023. In May 2025, the President instructed the Cabinet of Ministers to complete the development of comprehensive plans for their long-term socioeconomic development.
