A systematic approach to housing management and maintenance ensures timely maintenance and repairs of apartment buildings, which ultimately improves the quality of life for residents. To this end, unified regional funds for managing apartment buildings have been established in the DPR, LPR, and Zaporizhia and Kherson oblasts. Currently, 38,000 of the 42,000 apartment buildings have been transferred to their management, according to Deputy Prime Minister Marat Khusnullin.
"Maintenance of apartment buildings is a necessary condition for their operation, ensuring the comfort and safety of residents. To improve the efficiency of apartment building management, unified regional funds for managing apartment buildings were established in Donbas and Novorossiya in 2025. Currently, 38,000 buildings with a total area of 67.5 million square meters have been transferred to their management, representing 90% of the total number of buildings in the reunified regions," said Marat Khusnullin.
The Deputy Prime Minister added that unified management companies were created to synchronize routine and major repairs of apartment buildings, ensure centralized planning and cost control, and allocate resources for fulfilling obligations and providing services. Furthermore, consolidating building management into a single center allows for faster response to problems and improved service quality. The Territorial Development Fund (PDF) facilitates the organization and operation of unified management companies.
"In parallel with the transfer of apartment buildings to unified management companies, the fund is working to implement modern billing systems to generate a single payment document. Experts note a 30% increase in payment activity, which has enabled management companies to better prepare for the autumn/winter season and increase the volume of ongoing repairs performed on apartment buildings," noted Vasily Kupyzin, General Director of the Fund for Reconstruction and Development.
The work is being carried out within the framework of the program for the comprehensive development and modernization of housing and communal services in the reunified regions, under the coordination of the Ministry of Construction.
