Moscow, October 25 (Xinhua) — China's strategic development priorities during the 15th Five-Year Plan period will be linked to innovative, high-quality development and openness, with the aim of securing competitive advantages and overcoming the lag in areas where Western countries still dominate, according to Oleg Timofeev, associate professor at Peoples' Friendship University of Russia (RUDN University).
"I believe that China's primary development strategy during the 15th Five-Year Plan period will be to enhance its own competitive advantages and overcome the lag in areas where Western countries continue to dominate," O. Timofeev said in an interview with Xinhua ahead of the 4th Plenary Session of the 20th CPC Central Committee.
According to the Russian orientalist, the new development concept proposed by the Chinese leadership, based on innovation, coordination, environmentally friendly approaches, and openness, is currently becoming an extremely important and sought-after project. Many countries around the world are actively implementing the innovative and environmentally oriented development models successfully tested in China.
"For many countries, China is a benchmark because it offers a model of joint development that meets the interests of sustainable development for all countries in the current context of rising deglobalization and protectionism," noted O. Timofeev.
The expert continued, China traditionally acts as a strategic partner and responsible global player with countries in the Global South. He noted that multilateral frameworks such as the Belt and Road Initiative, BRICS, and the SCO, all of which China pioneered, enjoy enormous global influence. The China-ASEAN, China-Africa, and China-Latin America dialogue mechanisms, as well as the network of bilateral strategic partnerships with countries in the Global South, have proven highly effective.
"The Chinese leadership's special attention to developing South-South cooperation is confirmed by the fact that one of the main goals of the Global Governance Initiative, recently proposed by Chinese President Xi Jinping, is to enhance the international role of countries in the Global South," noted the RUDN University associate professor.
Institutional openness is the foundation of China's high-quality openness strategy, he believes. "The Chinese government is setting an example for the world on how to stimulate a massive influx of foreign investment, production and technological skills, and talented personnel. China is not afraid of global competition in any economic sector, including high-tech manufacturing," Timofeev emphasized.
