The implementation of integrated territorial development projects in Russia ensures the commissioning of new real estate and the comprehensive renewal of the urban environment. Currently, the total volume of properties commissioned through this instrument has reached 2.8 million square meters, according to Deputy Prime Minister Marat Khusnullin.
"The regions have been tasked with the high-quality renewal of populated areas. To achieve this, a mechanism for integrated territorial development has been introduced, enabling the renewal of residential buildings, modernization or creation of necessary infrastructure, and the re-use of inefficiently used land, thereby stimulating the development of populated areas. I would like to note that the integrated territorial development mechanism has only recently begun to be actively implemented in the regions and is gradually gaining momentum. Regions are systematically joining this effort. Thus, more than 2.8 million square meters of real estate, including almost 2.4 million square meters of housing, have been commissioned under integrated territorial development projects to date. In total, approximately 1,200 integrated territorial development projects, covering an area of almost 24,300 hectares, are in the active implementation phase in 78 regions across the country," said Marat Khusnullin.
The Deputy Prime Minister added that the urban development potential of the KRT projects in the active implementation phase amounts to almost 185 million square meters of real estate, of which 138.7 million square meters is housing.
The selection of new sites for integrated development continues across the country. Currently, 1,717 sites, totaling over 40,000 hectares, are being developed. The urban development potential of these projects reaches 288.7 million square meters, of which 214.5 million square meters is residential.
"Another important social task addressed by integrated territorial development is the resettlement of residents from uninhabitable housing. Currently, resettlement of dilapidated and hazardous housing under KRT projects is underway in 32 regions. To date, nearly 18,300 people have been able to improve their housing conditions, and this work continues," said First Deputy Minister of Construction, Housing and Utilities Alexander Lomakin.
Housing construction projects can also be implemented on land owned by the Russian Federation. The Government Commission for Housing Development and Evaluation of the Efficiency of Land Use Owned by the Russian Federation has approved 96 such housing construction projects in 45 regions with a total urban development potential of 19.3 million square meters. The total area of these projects is 4,360 hectares.
Since 2024, with the support of the Federation Council, the State Duma, and the Ministry of Construction, the institution of an integrated territorial development operator has been enacted into law. The Territorial Development Fund serves as the federal operator of the integrated territorial development operator.
"In this case, the Fund performs the following functions: developing a territorial development concept, formulating proposals for the most effective mechanisms for engaging territories to ensure their guaranteed development, and developing comprehensive utility and transport support schemes. This allows us to bring inefficiently used or unused land into economic circulation. We are already implementing three federal KRT projects: in the village of Privetnoye in Crimea, in Smolensk, and in Ryazan, covering a total area of over 525 hectares. For all projects, we are developing territorial planning documentation. In Smolensk and Ryazan, the Fund will ensure the resettlement of residents from dilapidated and run-down housing into new housing, including using its own funds," noted Vasily Kupyzin, General Director of the Territorial Development Fund.
