On October 13, Yang Xuedong, a professor at the Department of Political Science at Tsinghua University, published an article in the Huanqiu Shibao newspaper in which he analyzed how the Five-Year Plans became China's strategic driver.

China began formulating five-year plans in 1953, and to date has developed and implemented 14 five-year plans (programs), with the 15th Five-Year Plan to be developed this year. The scientific formulation and consistent implementation of five-year plans represent an important experience for the CPC in public administration and a significant political advantage of socialism with Chinese characteristics.

Five-year programs always focus on key projects, objectives, and core strategies, seeking to address critical issues that hinder the balanced development of the country's economy.

It is particularly important that, as a large party with a long history of power, the Communist Party of China has learned to effectively use Five-Year Plans to govern this vast and dynamically developing country. In China, the continuous development, constant improvement, and effective implementation of Five-Year Plans are determined by the conscious efforts and high capacity of the ruling party.

China's Five-Year Plans are the product of the collective wisdom of the entire nation. They contain a precise vision of future development, objective expectations for achieving goals, and a rational roadmap for their implementation. This reflects the ruling party's ability to accurately understand and effectively respond to changes in China, the world, and our era.

China is currently beginning to develop its 15th Five-Year Plan. Party committees and governments at all levels are actively collecting proposals through discussions, research, and public input. These approaches allow for effective problem identification, the assimilation of new experiences, greater focus and practicality in planning, and the achievement of public consensus.
