Deputy Prime Minister of the Russian Federation Dmitry Patrushev held a meeting regarding Incident No. 55, "Wastewater Treatment Facilities." The meeting was attended by senior officials from the Russian Ministry of Natural Resources, the Russian Ministry of Construction, Rosprirodnadzor, State Duma deputies, and regional governors.
"According to the results of the first three quarters of this year, nine facilities have been commissioned. This brings the total number of wastewater treatment facilities commissioned as part of the Ministry of Natural Resources' federal projects to improve the Volga and Lake Baikal. Work on six more is expected to be completed by the end of the year. I'd like to point out that 30% of these facilities, according to Rosprirodnadzor, are already operating effectively. And we started this work practically from scratch," said Dmitry Patrushev.
The Deputy Prime Minister highlighted the Republic of Tatarstan's experience: this year, the region established a robust system for completing commissioning procedures at all 15 facilities, and 12 of them already comply with regulations.
Dmitry Patrushev emphasized that such positive practices need to be replicated. He instructed the Russian Ministry of Natural Resources to organize mobile incident response teams to visit sites in regions with successful practices, such as the Republic of Tatarstan and the Nizhny Novgorod Region.
The Deputy Prime Minister added that a series of training seminars had been held in recent months to analyze the problems associated with wastewater treatment facilities. These materials were also distributed not only to the regions involved in the incident, but also to all other constituent entities of the Russian Federation.
Following the meeting, Dmitry Patrushev instructed that the working group continue to visit problematic sites.
Incident No. 55 "Wastewater Treatment Facilities" was established on June 15, 2024, to coordinate the construction and reconstruction of wastewater treatment facilities as part of the national "Ecology" project, as well as to ensure the operation of these facilities and the achievement of wastewater treatment standards. Work is currently under consideration at 145 facilities in 19 regions.
When working in an incident format, a special project management system deployed within the Government Coordination Center is used. It allows for the prompt coordination of participants' actions and real-time monitoring of project implementation.
