BEIJING, Oct. 13 (Xinhua) — Following China's recent launch of a visa-free regime for Russian citizens, the Chinese border city of Heihe (Heilongjiang Province) has adopted a new measure to simplify the process of issuing temporary driver's licenses to visitors from the neighboring country, reducing the processing time for temporary licenses from the previous three working days to one.
According to the Heilongjiang Daily, the first beneficiary of the new measure was a resident of Blagoveshchensk named Dmitry. He arrived in Heihe at midday with a busy work schedule and an urgent need to obtain a temporary driver's license. He exceeded his expectations and received the document that same afternoon.
Previously, obtaining such a document in Heihe required several visits to various authorities: first, an in-person visit to a Chinese notary with a completed translation of your passport and driver's license into Chinese, then a notarized certificate issued by the notary after reviewing the submitted documents, followed by a visit to the Department of Transport with the received notarized certificate and an application for a temporary driver's license in China, and only then waiting for it to be issued. Now, the new procedure requires only a one-time visit to a notary and the collection of a driver's license at the Department of Transport's service counter.
The city administration noted that this innovative measure allows applicants to save significant time and money, and is effective in resolving real difficulties that arise during the document processing process, thereby significantly increasing the level of convenience for Russian citizens working or living in China, as well as stimulating contacts between the two countries in the humanitarian, trade, and economic spheres.
