The following issues are planned to be considered at the meeting:
1. On the allocation of budgetary appropriations from the reserve fund of the Government of the Russian Federation to the Ministry of Economic Development of Russia in 2025 for the provision of subsidies from the federal budget to the budgets of the Belgorod, Bryansk and Kursk regions.
The draft order is aimed at co-financing the expenditure obligations of these constituent entities of the Russian Federation arising from the provision of state support to legal entities and individuals engaged in entrepreneurial activity, including those affected by shelling by Ukrainian armed forces, as well as as a result of terrorist acts.
2. On the draft federal law “On Amendments to Article 20 of the Federal Law “On Precious Metals and Precious Stones””
The bill aims to improve the mechanism for verifying documents confirming the legal origin of precious metals when conducting transactions with them.
3. On the allocation of budgetary appropriations from the reserve fund of the Government of the Russian Federation to the Ministry of Education and Science of Russia in 2025
The draft order is aimed at providing a subsidy to the autonomous non-profit organization "University of the National Technological Initiative 2035" in order to ensure the implementation of professional development activities within the framework of the national project "Unmanned Aircraft Systems".
4. On the draft federal law “On Amending Article 61 of the Law of the Russian Federation ‘On the Right of Citizens of the Russian Federation to Freedom of Movement, Choice of Place of Stay and Residence within the Russian Federation’”
The draft federal law was developed to eliminate uncertainty in the legal regulation of issues related to the procedure for confirming that certain indigenous peoples of the North, Siberia, and the Far East maintain a nomadic and/or semi-nomadic lifestyle for their registration purposes.
5. On the allocation of budgetary appropriations from the reserve fund of the Government of the Russian Federation in 2025
The draft order proposes to allocate funds:
— to the Ministry of Labor of Russia for the provision of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for the purpose of co-financing expenditure obligations arising from the implementation of regional social supplements to pensions;
— To the Ministry of Finance of Russia for the provision of an interbudgetary transfer to the budget of the Social Fund of Russia for the implementation of monthly payments established in accordance with the Decree of the President of the Russian Federation of February 26, 2013 No. 175 "On monthly payments to persons caring for disabled children and disabled persons from childhood of group I."
6. On amendments to the Decree of the Government of the Russian Federation of July 30, 2004 No. 401 (in terms of amendments to the Regulation on the Federal Service for Environmental, Technological and Nuclear Supervision)
The draft resolution is aimed at implementing the provisions of Federal Law No. 304-FZ of July 31, 2025, “On Amendments to Certain Legislative Acts of the Russian Federation.”
7. On the allocation of budgetary appropriations from the reserve fund of the Government of the Russian Federation to the Ministry of Emergency Situations of Russia in 2025 for the provision of other inter-budget transfers to the budgets of the constituent entities of the Russian Federation
The draft order is aimed at reimbursing expenses incurred in 2024–2025 by the budgets of the constituent entities of the Russian Federation for the accommodation and meals of citizens of the Russian Federation, foreign citizens, and stateless persons permanently residing in Ukraine, as well as in the territories of constituent entities of the Russian Federation where the maximum and medium response levels have been introduced, who were forced to leave their residential premises and were located in temporary accommodation and meals centers on the territory of the Russian Federation.
