UN, October 1 (Xinhua) — China remains seriously concerned about the prospects of establishing the UN Security Council-mandated Anti-Gang Force (GSF) in Haiti, China's Permanent Representative to the UN, Fu Cong, said on Tuesday.
The UN Security Council on Tuesday approved a resolution transforming the Kenya-led Multinational Security Mission in Haiti (MSS) into a Global Security Support Mission (GSF). China, Pakistan, and Russia abstained from voting.
Explaining the reasons for the vote, Fu Cong noted that China did not obstruct the adoption of the document, given the grave security situation in Haiti, as well as the concerns and appeals of the international community, especially from the UN Secretary-General and countries in the region.
According to the Permanent Representative, this is the greatest possible goodwill China could demonstrate. "At the same time, it should be noted that our questions and concerns remain. We are deeply concerned about the functioning and prospects of the GSF. We hope that the UN Security Council will closely monitor and strictly oversee this mission so that it can take timely and appropriate action based on actual developments," Fu Cong stated.
He noted that the draft presented by the United States and Panama contains ambiguous wording on key issues, and the document is not the result of comprehensive consultations between Security Council members.
Given the enormous disagreements within the UN Security Council, China and Russia proposed a technical extension of the MSS mandate to allow more time for thorough discussion and consensus building. Unfortunately, the co-sponsors of the draft insisted on putting this highly controversial document to a vote. This not only undermines the Security Council's solidarity and cooperation on the Haiti issue but also damages its credibility, Fu Cong stated.
He warned that this resolution risks worsening the already complex and dire situation in Haiti. According to him, the root cause of Haiti's multifaceted crisis is the absence of a legitimate government and a vacuum in public administration, which has created fertile ground for violent crime.
