"To keep people in the city, to attract them, you need to create an environment in which they live. If they don't like the environment, you can build 40 factories, but there will be no one there, nothing will work. You can build a wonderful technology park in the city, but there will be no one there. The city is the environment," Sergei Sobyanin emphasized.
